war plugin needs to treat the jar dependencies the ruby way

now jrubyExec and jrubyJar will pack/use the jar dependencies the ruby via some require 'my.jar'

the war plugin has no tests and not sure what is working.

Not sure what you meant. It think the first part should read Now JRubyExec and JRubyJar will/pack use the jar dependencies,. The part following that I am unclear about.

both JRubyExec`` andJRubyJarwill copy the jars in build/gems/jars and sets JARS_HOME to the directory and then ruby code loads those jars viarequire```

currently the war plugin copies the jars into WEB-INF/llib which produces the problems like #113
