Pre-release cleanup

I'd like to have a list of things that we need to do in a final effort before we release. There are just a few items left in the Project Board, so beyond that, let's just track the rest here.

To start, we need Spec Team members (and anyone else who cares to) to run a fine-toothed comb through the spec docs and meta-schema to ensure everything's in order.

Feel free to suggest other things, and I'll try to keep this comment updated.

• Determine how tests for proposals are represented in the Test Suite - TODO in PROCESS.md
• Determine usage metrics for when a proposal can be added to the spec - TODO in PROCESS.md
