Description

Currently, when working on jspm.org, local development is done using chomp and git submodule:

1. Clone sub-modules
2. Build: chomp build
3. Styling html/css is bespoke

This issue covers

• enabling tailwind to rely less on bespoke styles and html
• enabling initial live reloading for faster feedback
