What do you think of moving org.junit.platform.commons.annotation.Testable to a minimal annotation-only jar?

Currently, @Testable is a part of a bigger junit-platform-commons jar which might be too big for the clients if the only thing they need is to mark a class @Testable for the IDE integration.

Context: I create a test engine for JCStress, and I can't add @Testable to their current @JCStressTest. At the same time, if there was a small dependency (opentest4j?) which holded @Testable, then it would be easier to integrate with the other test frameworks.

Generally, yes, I think we could do that. I think it would have to stay in that package to work in IntelliJ IDEA so opentest4j would not be an option.

Imagine there's org.opentest4j.Testable
Imagine org.junit.platform.commons.annotation.Testable inherits org.opentest4j.Testable.

Then there's no need to relocate JUnit's annotation provided IDEA supports both.

AFAIK annotations can't use inheritance.

Java does not specify the meaning of "meta-annotation", however, @Testable itself uses "or meta-annotated", so it requires the implementation to walk all the annotation parents. The same could work for opentest4j "@Testable meta annotation" that could be used directly or indirectly as a meta-annotation
