Per
https://pybind11.readthedocs.io/en/master/faq.html#inconsistent-detection-of-python-version-in-cmake-and-pybind11 we should unify the Python interpreter detection and probably convert some of the top-level CMakeLists.txt to first find_package(pybind11) and fetch get any additional required information through those results.
