Feature Request: Mount Option for the "Dynamic Reclaim"

A recently added feature (6.11) seems very promising and could solve many issues for desktop users who find themselves with a filesystem running low on space. From what I understand, "dynamic reclaim" balances only when necessary, eliminating the need for filesystem balancing services.

Although this feature can be enabled via the "sysfs" interface, as far as I know, there is no way to make it persistent across reboots. Making it persistent requires hacks using scripts and systemd services.

A mount option would be the ideal solution.

After discussing with @boryas on the Fedora SIG Btrfs Matrix channel, it turns out that the mount option isn't ideal for this use case, as it adds unnecessary complexity.

I don't think we want to make more mount options, as those are generally a nightmare internally in the kernel. This one is at least pretty stateless so it could be OK.

IDEALLY we would prove how great of a feature it is and just make it default :)
