A MachineSet is an immutable abstraction over Machines.
Its main responsibilities are:
- Adopting unowned Machines that aren't assigned to a MachineSet
- Adopting unmanaged Machines that aren't assigned a Cluster
- Booting a group of N machines
- Monitoring the status of those booted machines
