Add CODEOWNER file and update README

Please add a CODEOWNER file with the current code owner and update the README with a compatibility matrix as also used in other Keptn contrib services, eg., https://github.com/keptn-contrib/argo-service 

All latest changes should also be made available on the `master` branch.
