kwrt拨号docker问题系统更新问题 #2022

每次重启kwrt总不能第一时间完成拨号而官方版本无此问题，且经常失败，以及docker启动容器时候总容易出现路由器直接重启，端口莫名被占用无法启动，另外还有系统bug，出现运行rc2版本的固件无法更新rc5版本
