[Bug]: Updating UTF-8 Metadata

What happened?

I tried to update audio files metadata (for example with Наверно, ты меня не помнишь as song title) but It ended up as ÐавеÑно, ÑÑ Ð¼ÐµÐ½Ñ Ð½Ðµ помниÑÑ or ذ‌ذ°ذ²ذµر€ذ½ذ¾, ر‚ر‹ ذ¼ذµذ½رڈ ذ½ذµ ذ؟ذ¾ذ¼ذ½ذ¸رˆرŒ.

How to reproduce the bug

$audio = Audio::read($file);
$audio->write()->title("Наверно, ты меня не помнишь")->albumArtist("Наверно, ты меня не помнишь")->album("Не ищите во мне жанры")->save();

Workaround

Inside 'kiwilan/php-audio/blob/main/src/Id3/Id3Writer.php' precisely the function make() add:
$self->writer->tag_encoding = 'UTF-8';

So your function now looks like this

    {
        $self = new self(
            audio: $audio,
            writer: new getid3_writetags,
            core: new AudioCore,
        );
        $self->writer->filename = $audio->getPath();
        //fix
        $self->writer->tag_encoding = 'UTF-8';

        return $self;
