fix(netlify): keep netlify.toml at the root and set base explicitly
Netlify reads netlify.toml from the repository root, so the copy moved into website/ was ignored and the build fell back to the UI's bare `astro build`, which runs before the package is built. Back at the root, set `base = "website"` and a publish path relative to it, so the deploy no longer depends on the site's UI settings.
