Feature request: reactions (👍) on comments

It would be great to be able to "like" (👍) comments in paper discussions. At the moment, there are often a lot of "I agree with this" comments, which clutter the discussions and trigger unnecessary email notifications to all reviewers. Or else reviewers stay quiet because they don't want their "+1" comment to trigger lots of spam, but then that makes the discussions feel less engaged.

Hi @DominikPeters I was just wondering what the status of this feature is? (I've just been wading through a pile of HotCRP threads with loads of "+1"-style comments, so the need for message reactions came back into my mind again!)

Thanks! Yes, I'll open a draft PR: #398 I should first look over the code again. I implemented this while I was organizing a workshop in May/June, and it looks like I didn't finish everything (I noticed that the admin JSON settings don't seem to actually be used). Also, the code was in part written by LLM because I was optimizing for getting the feature out in time, but I'd want to ensure that everything makes sense.
