When i trying to scan it says unable to open/etc/service for reading service information

Same issue here.
Is nmap-services supposed to go into the lib directory next to bin holding the nmap binary? That is a dangling symlink here on my device. That would be a good reason for nmap-services missing.

Thanks for your report. Could you check the content of /sdcard/opt/nmap-xx.x directory? Nmap is searching for nmap-services in that directory by default.

You can always specify different nmap data dir with following switch:
--datadir (Specify custom Nmap data file location)

Thanks for your quick response, nmap scans now properly for me!
Very interesting, /sdcard was a dangling symlink too (/storage/emulated/legacy, but only /storage/emulated/0 exists). Haven't seen that before on older Android versions or on other devices.
