Shift to align more with what is proposed in https://github.com/kubernetes/enhancements/pull/5102

As I've been iterating on the proposal in kubernetes/enhancements#5102 there are things that have come to light that I could have implemented better for this project.

Seeing as how this project is still in the early stages, and will likely be superseded by something that is owned by the Kubernetes api-machinery sig, it seems reasonable to start shifting this project in that direction.

More specifically this likely means changes to:

• Reporting structure
• Configurability of validators. Currently almost every aspect of a validator can be configured. Ideally we are more opinionated and limit the things we allow to be configured.
• Configuration file format
