Release 0.19 with the fixes for the release-script

We are using the release-script in Kueue and so it would be nice to use the released version rather than self-compiled.

Latest release that required manual cleanups as the new maintainer used the released version, see here

EDIT: as a workaround we can use GOBIN=$(pwd)/bin go install k8s.io/release/cmd/release-notes@master as posted in kubernetes-sigs/kueue#6414 (comment)
