Issues in README

I see a few issues in the README.md file.

This README does not make its true place, nor that of this Git repo, in the KubeStellar world clear. The README starts with the following text.

Hello world! I'm a Helm repository for KubeStellar charts.

In fact, this repository does not hold the current KubeStellar Helm charts. It holds very outdated ones.

This README covers some setup steps and has no connections to the rest of the KubeStellar documentation. No links to architecture, user guide, scenarios to run after setup, or project welcome or generalities.

This README is now outdated, the latest release is 0.23.1.
