feature: support "local" Helm chart #11
Description
Feature Description
As a contributor to KubeStellar, I need a way to test my modified version of the system. To do this, I can not (in general) use the last released version of the transport controller Helm chart but rather need the ability to build and use a Helm chart corresponding to my current code.
Proposed Solution
For an illustration of an approach, see the "local" chart stuff in https://github.com/kubestellar/kubestellar/blob/main/Makefile .
