Extend E2E tests to cover scenarios with empty/noop updates

Since we have been adding new enhancement making new update scenarios possible we need to add E2E tests covering these scenarios.

1. add new switch in skr-tester to return entire KEB response as easy parsable json object. This response should consist of http code (explicitly embedded) and original response.

2. add new steps in skr-tester-reusable workflow making possible to test empty update (conditionally)

3. add new workflow if necessary

• at least happy flow tested (empty update with either 200 or 202 status response)
