Generate `topology.interruption.[start|end]` events for liveness changes

As mentioned by @viniarck in kytos-ng/kytos#356 (comment), we should be moving kytos-ng/of-lldp to use the new interruption events to indicate the reason for the down status when liveness checks fail.
