Create buttons to enable and disable an interface in the detail panel

• The existing kytos/InterfaceInfo.vue component should be augmented to have buttons to administratively enable and disable the interface. This endpoint can be used to enable the switch, and this endpoint can be used to disable
• The buttons should be placed before the basic details accordion
• The picture below tries to illustrate what's expected, it's the part with the label 6) in yellow
• Request responses should be shown in the notifications area, see the label 9) in yellow
