Umbrella: prune redundant code and flags across training scripts

This umbrella ticket tracks the removal of redundant code, flags, and debug artifacts across the training utilities (e.g. `train_policy.py`, `train_policy_multi_error.py`, and related helpers). Each affected file has its own sub-issue with specific items to address; please refer to those for concrete tasks and discussion.
