Context
After merging #1755 there's been a regression in the Hive tests results using LEVM as the backend EVM:

Description

  1. Find out if this is because of a non-compliance of LEVM or if fix(l1): use levm flag for apply transaction function #1755 introduced a flaw.
  2. Fix (1) to fix the regression.
