DOC, CI: only need to build/lint docs once in the CI

We currently have the docs being linted and built in a large number of CI matrix entries. This is probably overkill--a single docs-only CI job should suffice, and could probably also be used for i.e., deploying the docs preview link in the CI as well (can check upstream Python OSS projects for example configs for that...).
