translate cluster_info into elixir #4

The cluster_info is a dependency of riak_core, that maybe can't run on OTP 20.

Should we create a new repo for cluster_info and translate to elixir?
That seems not very big.

I created cluster_info under the umbrella, so we needn't to maintain multiple repo at same time.

I wonder why we don't try publishing the original project to hex.

You mean cluster_info? I think we can't use that directly.
