Portuguese (pt-BR) translation ready for review

Hi Xiao — Dish AI Commit already supports EN/CN/JP/KR, and there's a large Portuguese-speaking developer base (Brazil especially) using VS Code who could benefit from a pt-BR UI. I went ahead and translated all 263 strings using an AI-assisted pipeline with automated QA (placeholder integrity, consistency checks).
