computer studders when wallpaper is changed

reproducible as of 19 jun 2020

cannot select other windows, computer is slowed down during accent colour + wallpaper change. this gets annoying as slowdown every 30 min is very painful

to reproduce:

• change wallpaper with Automatically pick an accent color from my background on
• experience great slowness

the issue could be with windows 10, someone had the some problem
