User Story: Describe the solution you'd like

• Define filtering criteria for recommendations, such as similarity thresholds, semantic relevance, or domain-specific rules.
• Incorporate contextual factors (e.g., course descriptions, exercise metadata) into the filtering process to ensure recommendations are contextually accurate.
• Use cosine similarity or other distance metrics to calculate relevance scores between competencies, sub-competencies, and course tasks.
• Automate the generation of a ranked list of recommended (sub-)competencies for each exercise or task.
• Include explanations or justifications for the recommendations based on similarity scores or contextual matches.
