help needed syntax

Hi i got the following structure; 

0
-0
-1
-2
etc..
1
-0
-1
-2
etc..

i want to upload records to 0.0 i fail in this, can anyone help me with the syntax?
pgfutter --db breach --schema 0 --table 0 --user username --pass password --host localhost csv -delimiter "|" filename.csv 
but i'm unable do get this working
