Constants as statics?

In [cl.rs](https://github.com/luqmana/rust-opencl/blob/master/src/cl.rs), all the constants are defined as `static`s instead of `const`s, which gets annoying if you're trying to wrap the values in things like the `bitmasks!` macro. Is there a reason they're defined this way?
