Enable stalebot

@natefinch Up for a stalebot configuration in a PR?

I'm a big fan of pruned issues and PRs and Stalebot is a nice little way to check if still relevant and if no activity close down issues to make time for more active ones.

I personally think it's helpful since you can always pin or reactivate, but helps reduce noise in repos.
