chore(deps): bump tough-cookie and lerna

Removes [tough-cookie](https://github.com/salesforce/tough-cookie). It's no longer used after updating ancestor dependency [lerna](https://github.com/lerna/lerna/tree/HEAD/packages/lerna). These dependencies need to be updated together.

Updates `lerna` from 3.20.2 to 7.1.1
