The Matrix Public Archive is on hold

I expect the permalinks that I had shared previously over https://archive.matrix.org/ to continue to work. Instead, I am greeted with the following error message:

We are reviewing the Matrix Public Archive to ensure that it doesn't break privacy expectations and have taken it down as a temporary measure while we conduct the investigation.

We are responding to reports that the archive is indexing on rooms where the ops might reasonably expect it not to be. Currently, we believe it is doing the right thing, but have taken the service down out of an abundance of caution while we can look into it more closely.

I'd like to sync with the relevant team (they are in US timezone), but yes I would expect us to merge #239 or mitigate the problem in some other way that achieves the same thing.
We'll apply the same spirit to all protocols, so we'll consider this in the context of IRC and XMPP (and others).
