BUG: Domains do not get synchronized #135

What happened?

I removed and added some domains to the Domains (white/black list at https:///admin/groups-domains.php). Orbital-sync ran without issues, but on the secondary pihole, the Domains did not get updated.

Having said the above... I also just did a manual backup from the primary and restore to the secondary, and that also did not remove the existing Domains, nor update the Domains whitelist/blacklist. So .. it's a pihole issue?
I have spent some time trying to track this down. Pihole github mentions something about this being a locale issue. My Pi Zero W is running with UTF-8, while docker runs with POSIX by default. As a quick-fix, I changed the pihole to POSIX, rebooted, but that still didn't work.

Yeah, it's a Pi-hole issue if it doesn't work manually either. I'm going to go ahead and close this issue, but please let me know if it turns out to be a problem with Orbital.
