Add ability in engine to skip next rules on first rule condition is not satisfied

When a namespace has multiple rules and if any rule does not satisfy the condition then skip the next rules within that namespace.

1. This configuration should be at namespace level
2. Skipping of next rules should be done on first unsatisfied rule
3. Info level logging should be done when such condition happens with details such as due to which rule ID this happened
