Bot not recognizing MSFT employees

The bot is prompting MSFT employees to sign the CLA. Example:

microsoft/CSS-Exchange#2153

The user https://github.com/rosspa05 is joined to the Microsoft org, so I'm not clear why we're seeing a CLA prompt in our repo. Should he just sign it? Or does this indicate something is wrong with our repo or with his user account?

@bill-long Will check this, if has joined MSFT org, the cla shouldn't have trigger.
