Add deprecation support to NuGet package manager

The NuGet package manager doesn't appear to pass through the "deprecation" signal from nuget.org:

https://api.nuget.org/v3/registration5-gz-semver2/microsoft.rest.clientruntime/index.json

It'd be nice to make sure this is included in oss-metadata.
