Add tools for Test Configurations

Summary

The Test Plans domain (testplan, testplan_test_plan_write, testplan_test_suite_write, testplan_test_case_write) covers plans, suites, cases, and results, but there's no tool for Test Configurations — the named variable combinations (e.g. "Windows 11 + Chrome") that get assigned to test suites/cases and have their own Active/Inactive state.

Tools

• testplan_list_configurations — wraps GET _apis/test/configurations (or ITestApi.getTestConfigurations in azure-devops-node-api), returning name, description, state, and variable values.
• testplan_configuration_write (or added action on an existing write tool) — wraps PATCH _apis/test/configurations/{id} to update state (Active/Inactive) and other fields.

What's the roadmap for Test management?

There is no roadmap. We are currently feature complete unless we get more customers, like yourself, asking for more tools. Keep in mind the intent is not to create a tool for every REST API available. We are being selective and sticking to the common scnerarios.
