Codespace: app-python-shipdetector-onnx cannot be reconnected to, nor opened in VS.Code

Repro: Create an app-python-shipdetector-onnx codespace, let it fully spin up.
Do one of the following:

1. Let the timeout (default 30 mins) expire and then try to interact via browser VS.Code
2. Re-open a new browser VS.Code window to the existing codespace
3. Try to open the codespace in desktop VS.Code

There will be an error, with the codespace placed in recovery mode. I have seen error messages indicating "the workspace has changed and needs to be rebuilt"

• For stopped/expired Codespaces
  • F1-Rebuild Container - Full build within recover model
• For active Corkspaces if fail to re-connect:
  • Stop Codespace, Re-Open in recovery mode, F1-Re-build container
