vmm_tests: onboard windows guest reboot test

We should onboard a windows guest reboot test. Currently this would break MSHV because scrub isn't yet supported, so we may need to wait on checking it in or gate running that test to not run it on mshv.

We have them ready to go but commented out due to the framebuffer flakiness issue
