You're right, the "test manually" link is currently broken.

I checked the current Testing wiki page, and the link points to:

https://github.com/microsoft/vscode-python/blob/main/.github/test_plan.md

That file currently returns a 404, so it looks like the link is pointing to a file that no longer exists (or was moved/removed).
