Problem\bug with scanner.html + feature suggestion

Hello!

I found bug with a scanner of QR codes:

When i use my PC web-cam in offline mode without internet - it works straight forward and i can recive files throught QR codes from my phone

But, when i start scanner.html on my phone to recive something from PC - it does not "get" my camera, not show it up and even don't ask permission in my browser to use it (it is allowed in settings and i try different browsers too). Only version with internet connection works really well on my phone - so that's why i stuck :( It would be cool to use it fully no-connection to the world

• I would like to suggest to make speed controller of broadcasting QR codes, because sometimes 1-2-3 QR's are get lost due high speed of showing up

I also miss QR codes sometimes, it would be better to have some process at the end that would check what codes are missing and re-transmit those.

So I've inspect the code and for some reason the project has protection to not work offline, granted it says in the description "...enabling offline file transfer without network connectivity", I've tried to stir some sticks but no success, im not very good at it. The protection in Index.js verifies if it's possible to run fetch and if the zbar.wasm is not set to run locally (search "file://").
