Make tutorial pop-up less frequent

Determine if the pop-up can "remember" if a user has already done the tutorial , or can we add a "Don't show me this again" check box

Can we track the user and know if they have already viewed the tutorial, and in that case can we make the pop-up no longer appear when backing out of one of the block sets,

If the user can't be tracked, can we add a " Don't show me the again" check box at the bottom of the pop-up

we will need to provide a link to the tutorial under the User puck so users can find the tutorial at any point

Acceptance criteria:

The user is no longer given the option to view the tutorial as frequently.
the user can navigate to the tutorial at any point from the user "puck"
