the shortcut for "Save current page to the file " does not work

in the keybindings.html

C-x C-s | Save current page to the file

but i can not use "C-x C-s " to save current page

but after i use "F2" to disable the keysnail , i can use "C-x C-s " to save current page

how can i tell where is the problem ?
