A resolution was made for csswg-drafts/#11645.

[css-values] Distinction between `attr(foo type(<string>))` and `attr(foo string)` is too subtle

  • RESOLVED: Rename string keyword to raw-string

If I understand correctly, this was just a spec clarity thing; no implementation changes needed.
