403 Forbidden when deploying to Azure App Service #133

Tool version
Current version of the Azure Naming Tool you are running. - 4.3.0

Describe the bug
A clear and concise description of what the bug is.

When attempting to connect to the public endpoint of an Azure App Service that has had the naming tool deployed to it, I get a 403 Forbidden error:

This is true whether or not Microsoft Authentication is added

To Reproduce
Steps to reproduce the behavior:

Deploy tool to Azure App Service (I used an Azure Release Pipeline, but any method should suffice)
Attempt to access the tool

Expected behavior
Initial login page made available to set admin password

Azure Release Pipeline
