[test] Set up automated test for accessibility

We follow ARIA specs but have no user testing, no screen reader validation, and no third-party certification to back claims up. This is the first step toward closing that gap and building a credible accessibility story.

This issue aims to cover the infrastructure setup with a couple of components to test for starter.
