Rollout v0.15 #267
Description
v0.15 has a couple breaking changes. This issue tracks its rollout to various downstream users ordered roughly by how downstream they are.
Some dependency may already be forward compatible with v0.15. The draft PRs are still listed to ensure this, but they are not really required.

Dependencies with optional updates as they are already forward compatible with v0.15. The draft PRs are still listed to ensure this, but they are not required.
