Discord Bridge

Step one of the bridge is two-way sync, which we have an impending PR for.

Step two is to bundle a Discord-moderation bot into the bridge, so that getting integrated with Roomy also comes with the big bonus of getting some moderation improvements on the Discord end as well. Nothing fancy; we're just gonna create a stop-gap for the most basic spam-attack that still plagues Discord, by throttling new users.

There should be a bot framework out there that solves most of this for us already, like https://github.com/sapphiredev/framework

There are even more finished solutions than that around, but I suspect they're better for reference than full adoption because they bring along a lot of other slashcommands stuff that we wanna do via the Roomy client instead.
