Filter notifications

Only send notifications to editors when someone comments on a puzzle. Do NOT send for change of status, adding testsolver, basically anything that's yellow or white.

Ideally editors would be able to set whether they get all notifications or only important.

Puzzle should only be marked unread if an important update is made.
