Describe the problem to be solved

Designlab has built a carousel similar to BlockArticleCarousel, but with a different card type. This component, tentatively called TopicsCarousel has not yet been added to the design system, limiting its availability. It is also currently being renamed (see #130), so this should probably be added after the new name has been decided which will likely change some of the specifics below.

Suggested solution

Add TopicsCarousel to the Explorer 1 design system:

  • template
  • styles (shared with BaseCarouselCards)
  • js functionality (shared with BaseCarouselCards)
  • stories

This will be added as an "item type" option in what will now be called BlockLinkCarousel. See #130. The tile itself will be called BlockLinkTile
